Gestión del Talento Humano: Liderazgo y Capacitación en Entidades Públicas del Perú en el 2025

El presente estudio tuvo como objetivo analizar cómo se articulan el liderazgo y la capacitación en la gestión del talento humano de entidades públicas, con implicaciones para el fortalecimiento de la función pública peruana. Se empleó una revisión sistemática narrativa de alcance exploratorio, con enfoque cualitativo, método inductivo-analítico y diseño documental no experimental. La búsqueda se realizó en Scopus, SciELO, Web of Science y Dialnet hasta aproximadamente diciembre de 2025, con criterios de elegibilidad centrados en publicaciones indexadas entre 2020 y 2025 sobre liderazgo y capacitación en el sector público. Tras identificación, cribado y selección, se incluyeron 40 documentos: 33 estudios empíricos primarios y 7 síntesis de literatura o análisis bibliométricos. La síntesis narrativa evidenció que el liderazgo transformacional y ético se asocia consistentemente con mayor compromiso, motivación y desempeño institucional, mientras que la capacitación solo mejora el desempeño cuando se articula con diagnósticos reales de necesidades y mecanismos de seguimiento, condición que rara vez se cumple en los casos documentados. Un hallazgo relevante en sí mismo fue la ausencia de estudios primarios realizados en el Perú o en otros países de América Latina dentro del corpus revisado, lo que evidencia un vacío de investigación regional. Se concluye que fortalecer el liderazgo transformacional entre los cuadros directivos y vincular la capacitación pública a diagnósticos y procesos de evaluación continua constituyen condiciones favorables para profesionalizar la función pública peruana, aunque la evidencia disponible proviene mayoritariamente de contextos internacionales y debe interpretarse con la cautela correspondiente.
