Digital Government in the Peruvian Public Sector: Advances, Challenges, and Perspectives 2020-2025: Systematic Review

El Gobierno Digital (GD) se ha consolidado como un eje estratégico para la modernización del Estado peruano, en un escenario de avances normativos que conviven con barreras estructurales persistentes. El objetivo de esta revisión fue sistematizar la evidencia científica publicada entre 2020 y 2025 sobre los avances, los desafíos y las perspectivas del Gobierno Digital en el sector público peruano. Se empleó un método analítico-sintético, un enfoque cualitativo y un diseño documental-bibliográfico, bajo los lineamientos declarativos de PRISMA 2020. La búsqueda se realizó en Google Scholar, priorizando registros indexados en Scopus, Web of Science, SciELO, DOAJ y Redalyc, combinando los términos “Gobierno Digital”, “transformación digital”, “modernización del Estado”, “gobierno abierto” e “interoperabilidad”. Los criterios de elegibilidad exigieron publicaciones indexadas entre 2020 y 2025, con resumen disponible y pertinencia temática para el contexto peruano y latinoamericano. De 58 registros identificados, se incluyeron 18 estudios en la síntesis final, analizados mediante análisis de contenido temático deductivo. Los hallazgos revelan un progreso significativo en la digitalización de trámites y el fortalecimiento del marco normativo, acelerado involuntariamente por la crisis sanitaria en los gobiernos subnacionales. Sin embargo, este avance convive con la persistencia de la brecha digital, la débil interoperabilidad institucional y la insuficiente preparación digital del funcionariado público. Se concluye que la sostenibilidad del Gobierno Digital peruano después de 2025 es condicional: dependerá de subsanar estas brechas y de establecer, con premura, marcos éticos y regulatorios sólidos para incorporar la inteligencia artificial en la gestión pública.
